TABLETOP EXERCISE FOR THE EMERGENCY HEALTH RESPONSE CONDUCTED AT YANGON INTERNATIONAL AIRPORT

ပြည်သူ့ကျန်းမာရေးအရေးပေါ်အခြေအနေများအပေါ် တုံ့ပြန်ဆောင်ရွက်ခြင်းဆိုင်ရာ ကြိုတင်အစီအမံများ စာပွဲဝိုင်းလေ့ကျင့်ခန်း (Tabletop Exercise) ကို ရန်ကုန်အပြည်ပြည်ဆိုင်ရာလေဆိပ်၌ ကျင်းပပြုလုပ်

ရန်ကုန်အပြည်ပြည်ဆိုင်ရာလေဆိပ်အား စီမံခန့်ခွဲဝန်ဆောင်မှုပေးလျက်ရှိသော Yangon Aerodrome Company Limited (YACL) သည် Airport Council International (ACI)၊  ကမ္ဘာ့ကျန်းမာရေးအဖွဲ့ (WHO) နှင့် မြန်မာနိုင်ငံ ကျန်းမာရေးနှင့် အားကစားဝန်ကြီးဌာနစသည့် သက်ဆိုင်ရာအဖွဲ့အစည်း၊ ဌာနများမှ ချမှတ်အကြံပေးထားသော ပြည်သူ့ကျန်းမာရေး အရေးပေါ်စီမံချက်၏ တစ်စိတ်တစ်ပိုင်းဖြစ်သည့် နယ်နမိတ်ဖြတ်ကျော်ဝင်ရောက်နိုင်သော ကူးစက်ရောဂါများ၏ ကျန်းမာရေးဆိုင်ရာ အရေးပေါ်တုံ့ပြန်ချက်အစီအမံများအတွက် စာပွဲဝိုင်းလေ့ကျင့်ခန်း (Tabletop Exercise) ကို ၂၀၂၁ ခုနှစ်၊ ဇန်နဝါရီလ ၁၅ ရက်နေ့တွင် ပြုလုပ်ခဲ့သည်။ 

အဆိုပါ ဆွေးနွေးမှုစကားဝိုင်းသည် ရန်ကုန်အပြည်ပြည်ဆိုင်ရာလေဆိပ်ရှိ ပူးပေါင်းဌာနအဖွဲ့အစည်းအသီးသီးတို့အတွက် လေကြောင်းခရီးသွားလာခြင်းမှတစ်ဆင့် ပျံ့နှံ့ကူးစက်တတ်သော ရောဂါများနှင့်ပက်သက်ပြီး ကောင်းစွာ ကြိုတင်ပြင်ဆင်ဆောင်ရွက်မှု အခန်းကဏ္ဍအား အမြဲတမ်းအဆင့်သင့်ဖြစ်စေရန် ထောက်ပံ့ပေးနိုင်မည်ဖြစ်သည်။ 

အဆိုပါ (၂) နာရီကြာမြင့်သော စာပွဲဝိုင်းလေ့ကျင့်ခန်းတွင် YACL ၏ Safety and Security, AOCC ၊ လေဆိပ်အဆောက်အအုံ နှင့် Airside ဧရိယာစီမံခန့်ခွဲရေးဌာနအသီးသီးမှတာဝန်ရှိသူများ၊ လေဆိပ်ကျန်းမာရေးဌာန နှင့် ကူးစက်ရောဂါထိန်းချုပ်ရေးအဖွဲ့၊ လူဝင်မှုကြီးကြပ်ရေး၊ အကောက်ခွန်ဌာန၊ လေကြောင်းထိန်းသိမ်းရေးဌာန (ATC)၊ လေကြောင်းပို့ဆောင်ရေးညွှန်ကြားမှုဦးစီးဌာန (DCA-ASSD)၊ လေကြောင်းလိုင်း၊ မြေပြင်ဝန်ဆောင်မှုကုမ္ပဏီ (Ground-Handlers)မှ တာဝန်ရှိသူများ ပါဝင်တက်ရောက်ခဲ့ကြပါသည်။ 

ယနေ့ပြုလုပ်ခဲ့သော အရေးပေါ်အခြေအနေ စာပွဲဝိုင်းလေ့ကျင့်ခန်းသည် ခရီးသည်တင်လေယာဉ်ပေါ်တွင် လိုက်ပါစီးနင်းလာသော ရောဂါပိုးကူးစက်ခံထားရဖွယ်ရှိသည့် သံသယရှိခရီးသည်များကို လေယာဉ်မှူးမှ လေယာဉ်ကွင်းသို့ သယ်ဆောင်လာသောဖြစ်စဉ်ကိုအခြေပြုကာ ဆွေးနွေးခဲ့ကြသည်။ ထို စာပွဲဝိုင်းလေ့ကျင့်ခန်းသည် ရန်ကုန်အပြည်ပြည်ဆိုင်ရာလေဆိပ်မှ သက်ဆိုင်ရာတာဝန်ရှိသူများအနေဖြင့် အရေးပေါ်ကျန်းမာရေးဖြစ်စဉ်များအပေါ် သက်ဆိုင်ရာမှထုတ်ပြန်ထားသော လမ်းညွှန်ချက်များနှင့်အညီ ပိုမိုကောင်းမွန်သော ဆက်သွယ်ချိတ်ဆက်မှုများဖြင့် တုံ့ပြန်ဆောင်ရွက်နိုင်စေမည်ဖြစ်သည်။ 

စာပွဲဝိုင်းလေ့ကျင့်ခန်းသည် သရုပ်ပြလေ့ကျင့်မှု ဖြစ်စဉ်အပြည့်အစုံဖြင့် ရန်ကုန်အပြည်ပြည်ဆိုင်ရာလေဆိပ်တွင် ကြိုတင်ကာကွယ်စီမံမှုများအတွက် နှစ်စဉ် လေ့ကျင့်ပြုလုပ်သော လုပ်ဆောင်ချက်များထဲမှ တစ်ခုအပါအဝင်ဖြစ်ပါသည်။ YACL အနေဖြင့် လေဆိပ်အတွင်း အတူလက်တွဲလုပ်ကိုင်လျက်ရှိသော မိတ်ဖက်အဖွဲ့အစည်းများ၊ လေဆိပ်ဝန်ဆောင်မှုအသုံးပြုသူခရီးသည်များအတွက် လုံခြုံစိတ်ချရသော ပြည်သူလူထုကျန်းမာရေးဆိုင်ရာအစီအမံများကို အစဉ်တစိုက် အလေးပေးဆောင်ရွက်လျက်ရှိပါသည်။

TABLETOP EXERCISE FOR THE EMERGENCY HEALTH RESPONSE CONDUCTED AT YANGON INTERNATIONAL AIRPORT

15 January 2021- Yangon Aerodrome Company Limited (YACL), the Airport Operator of Yangon International Airport (YIA), conducted a tabletop exercise for the emergency health response on cross-border contagion diseases as part of the public health contingency plan following the guidelines and recommended practices from ACI, WHO and MoHS. The tabletop exercise helps YIA and its stakeholder be well prepared and operational readiness for such incidents regarding contagion diseases through air travel.

Members of the various department from YACL, including SAFETY, SECURITY, AOCC, TERMINAL MANAGEMENT, and AIRSIDE MANAGEMENT, and Government teams from Airport Quarantine Unit (AQU/MOHS), Immigration, Customs, Air Traffic Control (ATC), DCA-ASSD, Airlines, and Ground-handlers, actively participated over the two hours exercise.

The exercise focused on an emergency scenario with a passenger plane carrying suspected infected passengers en-route to a scenario-based airport. This exercise will help preparing YIA stakeholders for the appropriate response for such emergency exercises with recommended guidelines and better coordination/communications.

The tabletop exercise is also part of the routine practices among many scenarios other than the full scale, held every year. YACL, working with various stakeholders, prioritizes airport users' safety and public health at Yangon International Airport.
